Dr.
Norman Harris joined our faculty after more than twenty
five years in a successful general Otolaryngology
practice in Orange County. As his practice evolved, he
expanded an interest stimulated by his military
experiences. Service related injuries always raise
issues of rehabilitation and fitness for pre-injury
duty. These determinations were often as important to
the service member as the medical intervention. He had
responsibility for monitoring the work environment, all
aspects of public health as well as hearing conservation
programs, both in his state side assignment as well as
over seas.
In civilian life, all significant injuries and
diseases, surely need careful medical care. In many
cases additional thoughtful analysis is required about
the impact of the medical condition on the patient's
ability to resume a previous career and other aspects of
life. Frequently, the issue of what might have caused
the injury to appear or escalate might have major
administrative or legal significance. These
determinations require a broad experience in the natural
history and treatment outcomes of diseases, the precise
physical limitations they cause, and considerable
knowledge of workplace environments.
Although Medical-legal work
constitutes only about a third of Dr. Harris's continued
practice, he is well known in the med-legal community as
a Qualified Medical Examiner in
Otolaryngology (Ear Nose and Throat), certified by
the State of California . His reports are known to be
concise, logically constructed and couched in
appropriate, explicit language. It's his practice not to
become a treating physician for those patients for whom
he might be asked to render a legal opinion. Although
most of his legal consultations over the years have come
from the defense side of these complex issues, the
majority of his decisions have favored the plaintiffs.
He has also testified in court as an expert in the field
of Otolaryngology.
